Rosenberg recently took Cogger and her husband Scott, a former York police officer, on a trip to the Nubble as a gift for their transition into retirement. “I think there’s some mystique in the fact that it’s on an island,” Cogger said. He has also learned how quickly the weather can turn, always watching the flagpole to see if the wind changes abruptly.
